Law 16/2015, on extending the administrative activity of the Administration of the Generalitat and local governments of Catalonia and boosting economic activity, has modified article 187 of the Consolidated Text of the Town Planning Law, on applications for building permits.

This basically means that what used to be considered a "minor works licence" is now a mere "prior notification", meaning that, before starting the work, the promoter has to notify that he is carrying out the work, and once the "prior notification" request has been stamped, he can start the work.

With this, the minor works licence itself disappears, and you wait until the town hall grants you the licence.
